rg231284 Cannot perform system restore.

Dear forum peers,

When I boot up in safe mode on my PC which is my home personal I get a message saying I need permission form my sysstem administrator to perform system restore. Who would this administrator be if not me? I'm also having a problem accessing my control panel. I can't add or remove programs or access user accounts.

Is this occurring in both Safe Mode and your Windows ?
When you don't have to worry about your computer anymore, you can start
living again !
