IIRC the debugger level user is a user who has the debugger security token. What this means is that any program that the user runs will by default inherit this token. The debugger security token allows a program to access the memory of another program. Ordinarily, such access is denied to all but users with Administrator rights. This token allows non-administrators to run debuggers (useful in software development and security research.)
