Bandwidth please HELP!

Hey guys first let me tell you my setup. and my problem.

I have 2 Computers in my house one in my room (desktop) and one that stays in the living room (Laptop) I have a Belkin Router, and i have a westell modem, powered through My ISP Centurytel.

Now my problem
I play alot of xbox live and im only running at about 60 kb/s Download and 25 kb/s Upload. So when im on xbox live and my mom or dad get on the computer I can no longer play Xbox live because of the intense lag it causes. And it doesnt take much eather. Just surfing the web browsing myspace/facebook or any site causes lag. They dont watch videos and hardly ever download stuff but yet it still Lags intensly just by browsing the web.

Is there any way to control my bandwidth to set my Xbox as the highest priority, or to Even the spread to about 32 kb/s for the laptop and the xbox?

I don't think you can balance the bandwidth.

Are you on the slowest plan they have?
