I downloaded a DVD playing software in a foreign language but when I open up the program, it only displays symbols. I have tried to change the language settings in the Control Panel but it still only shows symbols.

It's something my friend mentioned called PPStream.
But i think it's a problem with my computer because any program my friend downloads comes in it's original language.

Yes its going to come in its original language.

Do you think windows changes it ? Windows does not change software languages.
You have to contact the software maker and see if they will be making any other languages for the program or go on their website and see if they already have that language and download it.

quote from wikipedia for ppsteam
PPStream is a Chinese peer-to-peer streaming video network software. Since the target user is in Chinese mainland, there is no official English version

So unless some guy made a english one ( am guessing you want english) you got no hope.
But there is other programs that will do the same thing

Which programs he downloads ? most programs are English because English is the most common language in the world.

He's not looking for it to be in English. He wants it to be in Chinese. If he has a Windows OS CD, he can install the appropriate language pack from the CD. I used it to recognize Japanese characters. My guess is his friend's OS is already in Chinese.

if the program has been made in Chinese (the makers have made it into Chinese) then it will show up as Chinese
WINDOWS does not translate language in programs

He still has to install the language pack from the Windows XP CD because it will display the language characters properly. Otherwise he gets squares like he's getting now.
