vista 64 power scheme problem Half the time it wont change

hey all, im running vista64 on a HP dv7-1448dx , the issue im facing this time is with the power schemes. half the time they wont change. why do they not want to change some times, but i can set it, and restart when there is an issue, and it will be fine then, but then later it wont change again?
