Can't Use System Restore I believe an old virus (removed) changed something to where I can'

Hi, Im using Windows XP Hom3 SP3 and my computer won't allow me to use system restore. When I try to use it I get this message:
System Restore has been turned off by group policy. To turn on System Restore, contact your domain Administrator.

Problem is that I am on the Administrator account, and there is no option in the System Properties to turn it on or off.

[EDIT] Well I found a way to get through that problem, by going into the registry and deleting the DisableSR key, but now It says:
System Restore is not able to protect your computer. Please restart your computer, and then run System Restore again.

Also, when I go into services.msc and attempt to start it from there I get Error 126: The Specified module could not be found.

well I got system restore back up but to no avail, none of my restore points will work.
