A better place to start would be on your start up programs, the windows live programs can be disabled in the start up manager in ccleaner instead of uninstalling unless you use them a lot.

Do you use Audacity? That might be a remover, the converters you might also want to lose. But if you use them keep them, but look to your startup first it is easier and safer than unstalling.

The startup manager is under tools.

Windows Live Sign-in Assistant
Windows Live Upload Tool
can be uninstalled. They come with Windows Live Essentials, and to me are unneccessary.

Is TuneUp Utilities 2009 the trial version or the purchased version? If it's the trial, see if it's still active or has expired. If expired, uninstall it.

Its still on trial not expired yet, and only Avast and Windows Live Messenger boot at startup.

Anyways, thanks for your help I will uninstall those WL Essensials
