I have an Dell 8250 with the 1Gb of rhombus ram. Is there any way to change this expensive ram other than changing out the mobo or building a new system.

Build a new system. I don't see any other way. Upgrading a system that old is just throwing money away. I don't miss RDRAM.

Those particular systems are further limited because I don't believe you can replace them with more than a 512MB stick. (or was that 256MB sticks)
Start a new build with Windows 7 and you will be putting your money to better use.
Good luck.
