Random Lag

Ive recently switched from Vista Ultimate SP2 x64 to Win 7 Pro x64. I got my liscence through school and have a registered MSDN account. I wiped the drive clean and installed. After I had Win 7 installed and configured I did a dual boot with Ubuntu. I have the OS configured and tweaked almost perfectly. I used Blackvipers service list to optimize services that start up. My laptop is perfectly capable of running Win 7.

At random times I will get a random cursor lag. Like I click on something, but the mouse keeps going past it and ends up dragging the window with it instead of clicking. Any ideas?
