Question about functions in Vista

Two quick questions in Vista if you don't mind. First, when I use the arrow keys to "scroll down", it automatically goes to the bottom of the page, no scrolling? Second, in Yahoo e-mail, there is a black flashing line, thoughts? Thanks!
