When I restart my computer, instead of going to desktop, it goes to c:\windows. Does anyone know what could cause this problem?

Does it open to C:\Windows\System32 or just C:\Windows ?
This can be caused by a virus. Are you sure you are adware &/or malware clean?

Adware SE (update after installing)

Spybot S&D (update after installing)

If this doesn't fix it then we will take a different approach.

It goes to just c:\windows, then you can see all the system folders. I have ran spybot, and Norton says no virus.

This is a registry edit so be careful. To backup registry.
Start>Run>(type) regedit>Click My Computer>File>Export>Export the context of the registry to a safe place.
Navigate to this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
Click on Explorer (not the +) look in the Right Pane for DeskTopProcess. Right Click>Delete
Start>Run>(type) regedit>Click My Computer>File>Export>Export the context of the registry to a safe place.
Navigate to this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
Click on Explorer (not the +) look in the Right Pane for DeskTopProcess. Right Click>Delete
