Well i posted and found out it has to do with net framework 2.0 i've heard the mscoree.dll file was from that.
Now when i try to reinstall with the one that came with my computer is says not for 64bit OS.
Anyone know where i can get one to reinstall so i can fix mscoree.dll?

Download the .net 3.5 SP1 :

Do not forget to read section labeled Important on that page.

Try downloading the complete installation package (I think around 200MB) and then installing, not only the bootstrapper setup. Currently you are using online install which downloads packages off the net through the installation process.
