SETUP.EXE-bad image(microsoft office problem) Help please

I am receiving an "red X" error dialouge box. This happens everytime i open a microsoft office program including uninstall. I tried to reinstall over the top off it but because of this error it wont load, i also downloaded a replacement msxml3.dll file but cannot overwrite nor delete this file. the dialouge box is as follows

headline reads "SETUP.EXE - Bad Image"

then the bulk reads "C:/windows/system32/msxml3.dll is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendure for support."

I have only one option with the box and that is an "ok" button.

This message also freezes all my activity in Excel.

I am out of my knowledge depth here and would greatly appreciate any help or advice given

msxml3.dll Is either corrupt of you have an infection
