Taskbar won't show up on new Gateway computer...

I just purchased a new Gateway DX4300 (OS is Windows Vista XP Home Premium 64-bit), and my taskbar will not show up. I have tried going through the control panel > Taskbar and Start Menu, but it will not let me into it. I'm not getting a prompt or anything, it just will not let me in. How can I make my taskbar visible?
