Desktop Too Big For Screen. Have to Scroll Desktop? Changed To Higher Resolution but made Desktop BIGGER?

Compaq Presario 1685 Laptop with 3D Rage LT Pro Video.

Resolution was set at 800 x 600 but was too big for the screen. We have to scroll left-to-right on websites. Solution? Increase resolution to 1024 x 768 of course, right? Well, that makes everything even bigger instead of smaller as I expected. Now I have to scroll around more! And even the desktop won't fit on the screen... What am I missing here?
