Icons at top of screen bigger than bottom Acer Vista Laptop

Hey guys,

ON a friend's laptop, on the very top of the screen, all of the icons are bigger, X 2 or X 3 sizes than the rest of the ones on the screen. Any clue as to what would cause that?
