wipe hard disks and reinstall vista (hard disk space problem..)

Hi, I have an ~80 GB hard drive, but I only have 30 GB left. I don't have that much stuff on my computer, so I'm not really sure why so much space is missing. If I wipe my hard disks and reinstall Vista, would I also have to reinstall software such as "accessories" (paint, notepad, cmd prompt, 'system tools', ect.) or a software to operate my CD drive, or internet explorer, or other programs that was on my computer when I bought it?
(Main point: what would I need to have besides my Vista CD? and is this a good way to free up space?)

This isn't the best of ideas to get rid of space. What I would do is start going through your program list and getting rid of all the pointless stuff you don't use anymore. Next, I would download CCleaner and delete the files it comes up with.

Now install it, run it,

and then click "Run Cleaner"
