Neither Restore.Inf or FixExe.reg use the Windows Installer, they just reset the default values in the registry for the opening of files. Is there some reason you don't want to try that?

Ok, I used FixExe.reg, and double clicked it, and it said it added it to the registry. Is that all I do?

Well Restore.Inf is a more complete fix but FixExe.reg should help. Can you run .exe's now? You may have to reboot for it to take effect.

took the comp to my friends house, and cleared my comp, now it works. Thanks though guys, ^.^

Got the disk that came wth your computer? If so stick it in your CD drive and reboot the computer. When it comes up with a prompt to boot from CD rom. Say yes. Then let it repair Windows XP. It;s simple and th disk will guide you through.
