BleepingComputer.com: Right Click troubles

Okay, I will try to be thorough.
About a week ago, after installing a brand new Wacom Board. I started having "right click" problems. It first showed up in Corel Draw as really slow cut and paste.
Now, inside an actual program, I seem to be okay, but if I am using explorer to find something or need to unzip a file, using right click...everything freezes, also any right click from the desktop will freeze up the whole system. I have to use the windows task manager to end the process. Screen goes blank...comes back with minimal icons available in the Quick launch area and everything seems to work fine. Including the right click menu - No problems.
The new board is an Intuos 4 and the software install was a nightmare. I had to hunt up the required drivers (plenty of other people on the net had to do the same thing, so did not think it was my system). I also downloaded and installed several programs with it. Corel Painter 11, AutoDesk Sketch Book 2010
So...I have new hardware and software. Yes, I have uninstalled, tested, re-installed....nothing changed.
I have virus scanned, and malware and anti spyware scanned...nothing.
I have read some really old posts about this being a shell program and I need to disable them one by one using ShellMenuView. But this is a very involved piece of work and I would like to exhaust all other possibilities first.
Here is the last bit of information that I think might be invaluable.
When my system freezes, instead of using task manager to end a "not running" process, I just reboot...these 3 processes have a hard time closing.

fosterparent.exe - (what is this??)
ctfmon.exe
explorer.exe

In that order
then the system will go ahead and reboot. I am sure hoping there is a uniform answer here. Most everything I have read is out dated by a couple of years. I am also hoping this is some what clear.
