Slow Internet

Hello,
I recently increased my RAM to 1536MB. It seemed to make some things run faster. But, I do see a lag on this one website that does have pictures.

I have run Malwarebytes and I have Spyware Blaster installed. I am running Avast and performed that also. They haven't picked up anything.

I don't know how I can find how fast my Road Runner is. I am running a Wireless-G Broadband Router. I thought I used to go into Network/Internet connections to see how fast the broadband was and remember seeing that it was always faster in the wee hours of the morning. I can't seem to find it on Windows XP.

I did find that Speakeasy speed test and ran that.
Last Result:
Download Speed: 4697 kbps (587.1 KB/sec transfer rate)
Upload Speed: 162 kbps (20.3 KB/sec transfer rate)

But the Roadrunner is supposed to be:
Up to 7 Mbps download
Up to 512 Kbps upload

So what I need to know is there a problem with my connection or do I have to change my Mother Board to accommodate a higher CPU?

I had a Mother Board installed in 2002
DFI AM75-TC
According to the specs I found, I can not increase the CPU past the 1.33GHz which I have now.

I just don't know if a newbie such as I will be able to change out a Mother Board. I did read on here about using a digital camera to take snaps of the insides when undoing stuff for cleaning purposes.
