HP ScanJet Error

I have a HP Scanjet 3970 that I installed from software and also reinstallled it using hp link.
It comes up as Error occurred communicating with the scanning device. Please ensure that the scanning device is connected properly.

I have tried 2 usb cables and used different outlets but still isn't working.

What shall I do? I'm so frustrated lol

It also comes up as code 39 as well
