Morning i have a question i have a someone that sent me an email from California and i'm in NY and received @ 11am. Does that mean that they sent it @ 8am because if the time difference?

No, as far as the email client goes, the timestamp of a received email is based on your current timezone.

The time you get it is based on the time your PC is set at
