Internet Explorer APPCRASH But not if I configure a proxy

I have windows vista home SP1 with all updates
When I use internet explorer or firefox to browse webpages the browsers crash. For example - Trying to search on google will crash both browsers.
In IE I get the APPCRASH message. I have serch everywhere and I see many others having this problem but no working solutions are ever offered.
What is even more confusing is if I configure IE or Firefox with a proxy. Then the crashes stop and I can view all websites that previously crashed in both browsers. Why would a proxy make a difference and in both browsers?

Some of the things I have tried already:
Disabled all addons
Reset IE to default settings
Connecting in Safe mode
Connected with another ISP
Added all microsoft/IE updates
Disabled DEP

Only thing that stops the crashes is configuring a proxy in the LAN settings

For Internet explorer.

Tools/Internet Options/connections/LAN setting/
Check off the use a proxy server box -
Enter a proxy ip address and port number

For FireFox

Tools/Options/advanced/Network/Settings/
Select - Manual Proxy Configuration
Enter a proxy IP address and port number
