Group Policy Service Failed to Initialize

No matter what I do, I can't get the Group Policy service to start. Looking at MSCONFIG, I see that it is unchecked. But, when I check it and restart, itis unchecked again.

Could this be a possible virus that's changing it at start-up, or something else?
