I have a Dell Studio 15 laptop. Almost eveytime I turn the laptop on or restart it I get the black screen that gives 2 options. One of them is to fix the problem or to start windows normaly. And on the top of the screen it says WINDOWS FAIL TO START. A RECENT HARDWARE OR SOFTWARE CHANGE MIGHT HAD CAUSE IT. When I run the fix thing it seems to freeze on it all the time and not fix it. Please help me out.

Hi Kris99,

If you have a vista operating system disc, following these steps may resolve your issue.

How to get the command prompt window using the vista disk, go thru this link,

http://www.bleepingcomputer.com/tutorials/command-prompt-in-windows-recovery-environment/

In the command prompt windows type the following command "chkdsk /p /r" (with out the quotes)
This will scan for any file errors and if found will fix them.

Also try the startup repair option,

http://www.bleepingcomputer.com/tutorials/repair-windows-with-windows-startup-repair/

Hope this Works...
