I have tried everything I know of to stop these 2 boxes from coming upbut to no avail.
Could someone please tell me how I can solve this problem?

Open OE...Tools/Accounts...Mail tab. How many accounts do you see?
Delete the one referring to your old dialup account.

Where did you get a new Outlook Express (OE)? Other than that I recently went thru the exact same experience, I believe.
The solution commonly offered on the internet is to go to Internet Options (from Controil Panel or Tools menu in IE), then enable Never dial a connection.
However, that didn't help me as I already had that option enabled. Here is how I fixed it.
1. Open OE. Go to the Tools menu and click Accounts.
2. Select the Account that you were using when you were on dialup and then click Properties.
3. Under the Connections tab, uncheck Always connect to this account using:
4. Click OK and try again by clicking Send/Receive in OE.
This way your account won't be locked into using (or trying to use) your dialup connection and instead will tell Windows to use "Any Available" connection.
When you have this fixed, you can then delete your old dialup connection(s)--not your OE accounts, but the connections under Network Connections in Control Panel.

What exactly does this mean? It would be helpful to know what you are referring to by saying you did everything you know of to do and what you've done.

Changing that one setting was much quicker for me as I didn't have to re-create the deleted account in order to send/receive mail.

Papakid, thank you so much for you suggestions but I had already followed the suggestions from Hamluis which worked for me before I got to your suggestions. Thanks anyway.
