Help, my computer won't restart

Hi all, XP won't restart, please help.

When I press restart from the start menu, the computer either does not restart, or it takes forever to do so. I don't get any errors saying that a program needs to be shut down or anything like that. However, if I restart or shutdown from the Task Manager, the restart proceeds slowly, but works. I have ran malware tests using malwarebytes, and no baddies have been detected. What could be causing this? Would a Windows Repair do me any good. Should I just reformat? Thanks!

I don't know if this will solve everything but, whenever you want to restart

start run
then type in shutdown -r -t 01 and see if it restarts in the shorter period of time.
