BleepingComputer.com: Language Bar Made an Appearance

I have the language bar it first appeared above Outlook Express, and was fairly long horizantally, . .
I started checking it out and now it just a short bar, but I have gone to settings and am trying to get my keyboard to write Chinese Simp. in my email.

I think I had this on my other computer. I never really had it working but I recall backing up the hard drive as I was putting that PC out to pasture, and I came across an email and I started writing in Chinese, I checked the translation and yes it was working, I don't know how that happened but I did make some language setting previously so that I could save Chinese characters in my word pad and note pad. I also may have tried to download a free Chinese software somewhere along the line but that was on the other PC, I now have that hard drive as a slave in this PC, but I don't see how that could be the reason the language bar has appeared ?

I would really like to write chinese words, so I will appreciate any help.
