Flip and Rotate with Paint ? Can't get the Angle

I have a need to flip or rotate an image say 60 degrees, but MS Paint 5.1,

only allows me to flip at 90 degrees, the closest I can come is with stretch and scew but this distorts to much for me to use.

What can I do that would be rather easy and simple as I am out of answers.

I do not have advanced software nor can I afford to purchase any at this time.

Hello Jove,

IrfanView is a free program that I have used and IrfanView is recommended here at Bleeping Computer. I have never used it for custom rotations, but evidently it can do that:

Irfanview is great.

If you need further capabilities, though, you might want to try:

Paint.Net.

I have Irfan View, never noticed much about it except to do some beginners start up SS, but I'll check both of these out.
