Hard drive will not shut down Hard drive runs scandisk every time now

An old 4 gig hard drive, Samsung SW0434A.
I put it in my system after my drive failed.
It's recognized everything on my machine.
However it will not completely shut down.
No screen saying It's OK to shut it off, just
the "Windows is shutting down. How do I fix this ?
It has only ever had Windows 98 OS on it

Hi am i understanding you right it goes to windows is shutting down and then just hangs there, was 98 already on this drive you put in.
Now installed Microsoft Security Essencials on my Tower with Windows Home Premium 32bit and Toshiba Satellite Pro Laptop with Windows Home Premium 64bit

You have it exactly right. Goes to the blue Windows is shutting down screen and then just hangs. And yes, 98 was already there. It's never seen anything else.
