scroll doesn't work

Okay, I think this question is too in depth and will be hard to answer, but if anyone could help out that'd be great.

I was deleting files because I had a virus kind of absentmindedly. I realize this was stupid of me. But everytime the computer told me it "found" a virus (which it really wasn't deleting because the virus was taking over) it was a file with a MS in front of it. So, while I was deleting files (Task Manager/Processing), I deleted anything with MS. But then when I finally got the virus to stop working my middle button of a three-button mouse scroll thing is not working so that I cannot scroll on websites or the like. Its not like it's absolutely horrible that it doesn't work anymore, it's just annoying.

I have a Dell Latitude E6400. Does anyone know how I can get the middle of the three-button mouse to work?

I attempted to do System Restore, but the virus wiped out all of the restore dates on my computer so for some reason I cannot click a date.

idk if i should do that... but um

when i turn the computer a black window pops up that says "C:\Program Files\DellTPad\ApntEx.exe" and when this up I can use the mouse correctly. When I close this window, the mouse doesn't work. So how can I make it so that the file doesnt pop up like this and just runs?
