BleepingComputer.com: Web pages won't refresh

Hi, I'm finding that when I visit assorted web pages they haven't updated since my last visit, so I have to hit the F5 key to refresh them.
Somebody once suggested I set my Internet Options to "Every time I visit the webpage" (below left) and when I do that it seems to cure the problem for a brief while, but the 'won't refresh' problem is soon back.
Then when I go look at the Options settings, I find they've jumped to "Automated"(below right) on their own initiative!
Obviously, 'Automated' isn't working for me, so how can I make the setting stick on "Every time...."?
