IE Has Blank Title Bar Everything became messed up aAfter attempting to upgrade to IE 8

I recently tried to upgrade to Internet Explore 8. After doing so, all sorts of problems cropped up:

-- The blue title bar at the top of the IE screen no longer displays text. The IE task bar buttons at the bottom of the screen are blank also.
-- I'm not able to access Internet Options from the Control Panel.
-- I'm missing many of the toolbars on the top of the IE interface, and I cannot figure out any way to display them.

There are two more problems that started after the attempted upgrade too:

-- My wireless router stopped working.
-- I'm no longer able to print from Outlook Express.

I've since tried to roll back to IE 7 by downloading and installing it. I think that's what's installed on my computer now (IE 7), but I'm not able to verify this because the 'Help' > 'About Internet Explorer' toolbar selections are not available. All of my problems still remain after moving back to IE 7.

I started my troubleshooting at a malware help forum because, in addition to all of the above problems, my browser was being hijacked. The Malware expert assures me that my computer is now clean. He recommended me to this forum and suspects that I am experiencing software corruption.

Can you provide any help on how to correct the problems that I'm experiencing?
