I can open up to my wallpaper but there is no start bar or icons. I have to go into my task manager to open any programs. I have used windows recovery to try and open to a time before this occured but it made no difference. Suggestions greatly appreciated.

Try the fix at Kelly's Korner.

Restore Desktop Icons and Taskbar - #195 on the right.

Right click on it and save the .reg/.vbs file to your desktop. Then, double click on the file icon (on your desktop) to merge it into your registry/run the script. You may need to reboot your computer for the changes to take affect.

With any fix like this you should create a new restore point and backup the registry first. For backing up the registry I like to use ERUNT.

If you can get to Task Manager, click File, New Task, type in explorer.exe (that is your "desktop").

That may get you going for the moment, but not permanently fixed.

If that helps, then you need to do some scans for malicious software...
