BSOD cant get into windows [Moved]

a buncha viruses started attacking my comp with shortcuts and exes failing i started up malwarebytes but b4 i knew it a thing came up saying that windows needs to restart up....

when it loaded up it again it freezes right after i put in my password and restarts, no safemodes work nor does system restore points.

sometimes i can get into the command prompt of the recovery center after canceling multiple startup repairs (usually just restarts after its done rather than go to the windows recovery center.. usually goes to the HP recovery one)

wat im wondering is i got adaware malwarebytes windows defender and hijackthis is there a way for me to get into these programs through the command prompt? because i cannot get to the desktop by any means
