Unable do load XP program onto hard drive

I am trying to fix my Dell Pentium 4 laptop.
The hard drive died a couple of months ago and I bought a 160GB EIDE.

I replaced the hard drive, stuck in the windows XP CD and...
it sits there saying Setup is starting windows...
then, in the blue area, it says /Device/CdRom0.
what should i do?

Do you have the CD drive set as the first boot device in the BIOS?
