using work groups

hiya i've just set mine and my daughters computers up in the same workgroup so we can both share files but sounds silly but do both computers have to be turned on to be able to get a file from the other computer, The laptop is normally turned off nearly all day and every time i want a file i dont really wanna be running to turn it on for 2 mins and also i dont wanna be leaving turned on or in standby mode all day, thanx

Yes, to do a file transfer (or even access the other) both computers must be on at the same time.

Yes, the computers must be on and connected to the internet. Here are a couple helpful links about file sharing between PCs:
