I'm trying to have for example, a picture of a map (australia/new zealand) and have it split into the different states, when a visitor clicks on a state, it takes them to a webpage (state_name.php).

One problem, can't use flash to do it, any idea's?

figured this one out... There is a tool in dreamweaver called map. it was very handy for this.
