Notice there are 5 drivers to select from for video. It is very possible the wrong one was installed
Download SIW:
http://www.gtopala.com/download/siw-setup.exe (live link) This will give you the information we need to determine the correct one to download
Run Siw and when it's populated, scroll down to Video in the Hardware section and click on it
Copy/paste what it says
Also copy/paste what it says for the motherboard

I think at sometime I downloaded service pack 3 on my computer which the disc. I got from Dell when I first got the computer has service pack 1a. When I changed it to service pack 3, it had no change effect. Also, I'm running Windows Exployer 8. I don't know if these supposably upgrades make a difference or not for this.

Hi Craig,

One thing I've not asked you to do is to run sfc /scannow
This is an internal scan which will check all your system files and look for corrupt or missing files. If it finds any, it will try to replace them and if it can't find a replacement, it will ask you to insert your disk and get them from there. Please try this, as it is sounding more and more like something was not right in the original installation.

To run this scan, please go to Start > Run and copy/paste in sfc /scannow and hit ok. The scan should run from there and it will take a little while. If it does not run from there, please try this alternative: Click on Start > Run and type in cmd and click on ok. In the window that opens up, tye in sfc /scannow (be sure the empty space is between the letter c and the / ). Then hit the Enter key.

Yes I was able to do this. When the scanning bar came up it said: Please wait while windows verifies that all protected files are intact and in their original versions. After the scanning bar finished it just went back to the original mode.

Hi downblue,

In an earlier post you wrote, "When I changed it to service pack 3, it had no change effect".

Did you do a clean install of Windows using disks that are XP-SP1a and then do the Windows updates to get SP3, or how did you get SP3?

Also, when I clicked on the drivers that garmanma had suggested me to do from the Dell site, a dialog box came up saying that the drivers I had on my computer had the current upgraded driver....do you want to continue ? I downloaded one of them that was recommended, but no change occured.
