Reformatting Vista

Hi, I just reformatted my Dell laptop and my OS is Vista. Now here is the problem I have, before the format my "C" and "D" drives were equal but now after being reformatted my "C" drive is only at 9.9 GB and my "D" drive is at 99.9 GB. I was wondering were I went wrong? Can anyone help me I would like to have them equal again.
