I have run Network Diagnostics for Windows XP with the following results:

Secont HTTP, HTTPS, FTP Diagnostic -- run with same results as above.
We received a spurious e-mail that had a zip attachment with embedded file with *.jpg .exe extenstion that I now believe may have caused a malware infection. However, when I ran Cyberdefender I received no reports of malware / spyware / viruses. Prior to installing / running Cyberdefender I tried to run Norton 360 that was installed on the computer and it would not open.
I have gone through all possible troubleshooting with ISP provider, ran SDFix, manually uninstalled Norton 360, all to no avail.
Any suggestions on how this problem my be cleared up short of completely rebuildiing the software configuration?
Running Windows XP SP3.
