I have the 2 CD's that came with my computer, but I lost the 25 digit key to reinstall on my new computer. Is there anyway to find the key on the CD's themselves? These are the original CD's and I don't want to replace them.

If you still have your old computer, download, install, and run Belarc Advisor. When you have the results, scrolld down to the Software Versions section.
Find the entry for Office and write it down.
Keep in mind that your copy of Office is only allowed to be installed on one system at a time.

IS it a legal program? Or it doesnt provide serial numbers if you havent installed the program in the past?

Belarc Advisor scans your computer's registry for serial numbers (and other information) and enlists them. It is perfectly legal.
If you had installed Office 2000 on a computer, you can run Belarc Advisor on it to find out the cd key stored in that computer's registry.
BTW, CD keys of office 2000 are pasted on the back side of the cd case, a big yellow sticker. Did you lose the cd case itself?
