I am using Microsoft Windows 2000. My PC is clean from malware/spyware i keep that updated pretty frequently and I have applied all the Microsoft updates as they come in and searched for new ones just before this to be sure. I don't know what version of MDAC-how do I find out? I will try what you suggested. Thanks.

You never stated what version of windows you are running?
Is your PC clean from any malware or spyware etc. Check this first
Have you applied all of Microsoft mandatory updates?
Are you installing the 32 bit version or 64 bit version of MDAC 2.8 sp1
Try the following...
Sometimes the installer cannot write into your user's %TEMP% directory.
So, what you need to do is to create, for example, a temp directory "C:\Temp\" on your C drive and then change the value of the %TEMP% environment variable to this directory path. After that you can run the installer and everything should be fine. This may work
Or
Save the .NET Framework setup on your local drive
Extract the package by executing the following:
run the following command with the EXE that was extracted
dotnetfx.exe /c
You will be prompted, and go ahead and enter a path to extract the files.
such as c:\dotnetfx
Then go that that location and launch install.exe
