I have a PDF file that is read only is there a way to change it so that I can edit it?

Unless you have Acrobat Professional, you cannot edit the document.
Even then, editing the document will place "call-out tags" in the document that are not actually within the text. To edit the original text, you'll have to have access to the original document, unless it's been marked as available to be edited in the PDF format.

I asked a similar question here: http://www.bleepingcomputer.com/forums/topic237634.html and found a program that seems to do the trick for regular pdf files. (See msg #5.) You can try it with yours.

If the author of PDF file has protected the file, so that nobody can edit/modify it. Then attempting to edit is considered illegal and comes under cracking category.
There are certain illegal softwares to do that but I do not think BC experts would advise to use them.
