There is probally an easier way than this but i would use the circle tool, make a circle and then take the shpere selection tool make a selection inside the circle and hit delete

That doesn't work in CS4

Plus, I can't set it up to be a perfect sphere so I would have an un-even stroke.

What are you trying to do exactly? Are you trying to create an even circle with the Marquee tool to fill it or is it something else?

If you're using the Marquee tool, make sure that it's on the Circular Marquee. When making the circle, go to the desired spot and hold down SHIFT and ALT at the same time and drag outward and then release (while holding SHIFT and ALT). Afterwards, you can then let go of the two. This should allow you to create an even circle while being able to keep the centerpoint where your cursor started from. Fill it with your desired color.

If it's something else, please specify. I'm a little lost as to what you're trying to do exactly.

What exactly are you trying to make? Are you trying to make a ring or is it something else?

I only have CS2 (and I'm not really that great with Photoshop altogether), but depending on what you're trying to do, I may be able to help to some degree (assuming what you're asking for can also apply to CS2).

If you're trying to create the circle (like the first image link you posted), that's a custom shape. Click on the Shape tool, then Custom Shape. On your top menu bar you'll see the word Shape with a drop-down arrow menu next to it. Click on that menu. The empty circle is called a Circle Thin Frame. Make sure to choose your color first before you draw.

As far as filling in a filter afterwards, you may have to do that on another layer, since shapes are a whole different ballgame in Photoshop.

The easiest way to do this...

Is to

a) Select the elliptical marquee tool.
Make a circle. if you want it perfect, hold down the SHIFT key. Also, you might want to do this on a new layer.
c) (Optional) Save selection, in case you want to use it later
d) Now, go to EDIT->STROKE.
e) You can choose how large you want it to be, whether it is inside or outside the circle, and the color of the line.
f) Deselect(Or select all, I think either should work)
g) Apply filters as you see fit.

Photoshop was never Macromedia; Flash and Dreamweaver were. I think the Flash CS4 pallets suck now. All the little scroll bars.
