This is a well-known free application for pictured editing. To do what you want, just bring up a photo to edit, select an area of the photo and click on add text. I use IrfanView for basic image editing.
It's a free, easy to use, program. To insert text using Irfanview: Open Irfanview. Click File. Select Open. Navigate to the image you want to use. Highlight it, and click the Open button. This will open the image in Irfanview. Next, make a Selection. This will determine where the text will go. Click the left mouse button, and drag diagonally. This will create a box. Release the mouse button. You can resize the box to suit your needs, by "grabbing" the sides with your mouse, and dragging to the dimensions desired. All of the text you add, will be inside of this box. Next, at the top, click Edit. Select Insert text into selection... An Add overlay text to image window will appear. As you can see, you'll have several choices to make. At the top left, the X-Coord:, Y-Coord:, Width:, and Height:, will be pre-determined by the selection box you made. At the top right, chose your Text Alighnment:. This will determine where, in the selection you made, the text will go, to the right, left, or centered. In the Text: box, type in the text of your choice. Under the Text: box, will be a checkmark next to Text is transparent. Leave this checked, and the text background will be the same as your image. Uncheck it, and you can use the Set background color button to make the background color whatever you want, but this will hide the image under the text. Next, click the Choose Font button. A Font window will open. Here you will choose the Font:, Fontstyle:, Size:, Effects:, Script:, and Color, that you want to use. The Sample box will give you a preview of what it will look like. When you have it the way you want, click the OK button. Then in the Add overlay text to image window, click the OK button. Click anywhere outside of the selection box, to remove the box. If you don't like the way it looks, just click the Undo icon, at the top, and try again. Don't worry about losing all of the text you typed, it will still be there when you go back to re-do it. Just create another Selection, click Edit, select Insert text into selection..., and you'll see all of your text, still there. So don't be afraid to experiment. Once you have it the way you want it, click File. Select Save as.... Choose where you want to save it. Name it. Pick the Save as type you want to use. Click the Save button, and your done. It sounds hard, but it's really easy. Hope this helps you out. If you run into any problems, post back. Have fun. -------------------- I love being married.

Or you could add the picture as a background in Word if you want a document?
If you use 'insert picture' in Word then resize the image to fill most of the page - leaving you with a border - then change the 'Format Picture>Layout>Wrapping style' property of the image to 'Behind Text". (You may have to go to Advanced and untiick 'Move object with Text').
