Everytime i use the computer about 15 minutes into use the monitor will start flashing on and off but the actual power doesnt cycle just the image. Also if that doesnt happen the mouse will freeze. Restarting doesnt fix it its only when I unplug the computer from the outlet does it work again.

I do simple substitution...I always have a spare that works, since that is the one component of older systems that can always serve some purpose.

Also, since of course the video card drives the monitor, and usually the mouse cursor is also provided as a hardware cursor by the video card, check if the video has a cooling fan, maybe it has seized, or the cooler fins could be clogged with fluff & dust.

I pressed F5, and I'm feeling refreshed...

opened it up and cleaned the dust etc. Everything seems to be working normally again but the mouse still freezes from time to time.
