access denied to files Vista Home Premuim 64bit

I am the only user on a Gateway LX6800, user account is admin, receive error message "access denied" when I try to open my own files through Windows Explorer....cannot access or change sharing permissions for C:|documents and settings, or C:\Users|myAccountID\Application Data or Local Settings.....or Temporary Internet Folders or Cookies, etc.

I understand that Microsoft TechForums has posted that User Account Control (UAC) is not available in Vista Home Premium, and neither is WinXP's Management Console where I could access and reset User Group permissions....

any ideas?

am thinking of deleting Vista and installing Ubuntu after wasting all day on this
