Tekken 4 PS2 - Can't sidestep

How do you sidestep? I've tried doing the snake form with Lei, but can't sidetep into it. I've managed to get the hang of the rising attacks, but am stuck on sidestep. Is there any "trick" to it?

It looks like you just tap "up" then "down".
