DVD Decoder

Hi all,
I recently made a video using a Camcorder.I tried connecting the camcorder to my PC to download the footage,but the 'Found New Hardware' wizard did not appear when the connection was made via a USB cable. So, I purchased a FireWire and downloaded the footage from my camcorder onto my DVD player. Then I tried to play the DVD on my PC and was prompted to get a DVD Decoder.
Next I Googled 'DVD Decoder' and ended up with a SpyWare problem ( totally removed using MBAM). So, my question is,
is there a free and SAFE DVD decoder download?

The two sites I tried were Cliprex and UberDownLoads.
